	FADE IN:

1 INT. DEEP SPACE NINE - ORE PROCESSING UNIT

The room is two-level factory-like setting. The second level
has several ore chutes coming out from the wall and the first
level is dominated by a large ore reactor and a narrow conduit
leading from the reactor into the floor. O'BRIEN is using a
hand-held tech device to adjustments to an open panel in the
reactor. JAKE is at a small computer console off to the
	side of the room.

					O'BRIEN
			How's it going, Jake?

					JAKE
Fine. I've deleted about half the
			Cardassian files from the computer.
I can't believe how many subroutines
it took just to run this ore
			processor.

					O'BRIEN
Well, it used to be a pretty large
			operation. When the Cardassians
were in charge, I understand they
			were processing twenty thousand tons
			a day.
				(looks around)
It must've been hell in here... I've
			heard stories that the temperature
			used to reach fifty-five degrees
			Celsius.

	Jake reacts with surprise.

					JAKE
How could the Bajoran workers survive
			that?

					O'BRIEN
			A lot of them didn't.

DEEP SPACE: "Civil Defense" - REV. 09/16/94 - TEASER 2.

1 CONTINUED:

Jake takes that in... keeps working at the console.
O'Brien moves away from the reactor and picks up a tricorder.

					O'BRIEN
As soon as you've deleted all those
files, I'll show you how to download
			the new operating system.

					JAKE
You really think we can convert this
			place into a deuterium refinery?

					O'BRIEN
			Absolutely. It'll take us three,
maybe four weeks at the most.

SISKO ENTERS as O'Brien says this.

					SISKO
I hope you're planning on eating
			sometime during those four weeks.

					O'BRIEN
				(a little abashed)
Commander... I guess I lost track of
			the time.

DEEP SPACE: "Civil Defense" - REV. 09/16/94 - TEASER 3.

1 CONTINUED:	(2)

					JAKE
			We're almost finished, Dad.
				(beat)
Chief, I'm having a problem deleting
			one of these files.

O'Brien moves to look at the computer screen.

					O'BRIEN
Did you try reformatting the data
			cluster?

					JAKE
Yeah, but the file's still here...

	O'Brien takes over the console.

					O'BRIEN
			Let me see...
				(beat)
Well, that's odd. The file has no
name... no indication of what it
is... I better set this aside for
now. I can transfer it to the central
database in Ops and analyze it in
			the morning.

He works for a moment... then reacts with surprise to
	something on the screen.

					O'BRIEN
			Wait a minute...

					COMPUTER VOICE
			Unauthorized computer entry detected
in Ore Processing Unit Five. Enter
			access code.

O'Brien looks a little puzzled but enters his code anyway.

					COMPUTER VOICE
Incorrect code. You have five seconds
			to enter correct access code.

					JAKE
				(alarmed)
			Or what?

           DEEP SPACE: "Civil Defense" - 09/12/94 - TEASER 4.

1 CONTINUED:	(3)

					O'BRIEN
I don't know. But I'm going to shut
			this thing down.

O'Brien works, but then the computer console goes DARK.
Suddenly the doors to the room slam SHUT. They react in
	surprise.

					COMPUTER VOICE
			Warning...

2 INT. OPS

KIRA, DAX and BASHIR are in Ops, along with a handful of
N.D. Crewmembers. The monitors in Ops are all displaying a
CARDASSIAN SYMBOL. Everyone is listening to the computer
	voice with surprise.

					COMPUTER VOICE
				(continuing)
... worker revolt in progress in Ore
			Processing Unit Five... Security
			countermeasures initiated.

					KIRA
			What the hell... ?

3 INT. ORE PROCESSING UNIT

Sisko and O'Brien are trying to open the doors, but they
	won't move.

					RECORDED GUL DUKAT (O.S.)
			Bajoran workers... your attention
			please.

Sisko, Jake, and O'Brien react in surprise to the sound of
Dukat's voice. They turn and see...

4 MONITOR (VPB)

Which now displays a recorded image of GUL DUKAT, sitting in
the Commander's Office on the station.

					RECORDED GUL DUKAT
				(on monitor)
Your attempt to seize control of

				(beat)
You have eight minutes to make your

The image of Dukat disappears and is replaced with the
Cardassian symbol. Off the reactions of Sisko, O'Brien and
	Jake...

5 INT. ORE PROCESSING UNIT

O'Brien has opened the control panel near the door and is
trying to open the door as Sisko and Jake look on. O'Brien
	shakes his head in frustration.

					O'BRIEN
			The computer's engaged the magnetic
			seal. I can't override it.

					KIRA'S COM VOICE
			Ops to Sisko.

					SISKO
			Go ahead.

	INTERCUT AS NEEDED:

6 INT. OPS

Kira, Dax, and Bashir are studying the consoles... all the
monitors still display the Cardassian symbol.

					KIRA
Commander, what's going on down there?
We just got a recorded message from
Gul Dukat regarding some worker revolt
			in the ore processing facility.

					SISKO
We saw the same message. It seems
we've tripped some kind of automated
			security program left by the
			Cardassians. We're locked in.

					KIRA
We'll beam you out of there.

Kira looks to Dax, who crosses over to O'Brien's station.
Dax tries to work the console, but...

					COMPUTER VOICE
			Enter access code.

					DAX
			What?

DEEP SPACE: "Civil Defense" - REV. 09/15/94 - ACT ONE 7.

6 CONTINUED:

Dax looks up at Kira in frustration.

					BASHIR
			If this security program thinks
there's been some kind of worker
revolt... then it must also think
the station is still under Cardassian
rule... so it's probably waiting for
us to enter some kind of emergency
			code.

					KIRA
				(frustrated)
			One that the Cardassians never
bothered to tell us when they left.

They look at each other in frustration.

6A INT. ORE PROCESSING UNIT

					KIRA'S COM VOICE
Commander, we're not going to be
able to transport you out of there
			just yet.

He glances to Jake and O'Brien with frustration...

					SISKO
			Understood.

6B INT. OPS

	As before.

					ODO'S COM VOICE
			Odo to Ops.

					KIRA
			This is Kira.

	INTERCUT AS NEEDED:

7 INT. SECURITY OFFICE

ODO is working at his computer console.

					ODO
My Cardassian access codes are still
			valid. I'm attempting to override
			the security program... but it's
			going to take some time.

I'm not sure my clearance level is

					KIRA
Keep at it. We'll try to do the
			same thing from up here.

					ODO
			Acknowledged.

	QUARK ENTERS the Security Office.

DEEP SPACE: "Civil Defense" - 09/12/94 - ACT ONE 8.

7 CONTINUED:	(2)

					QUARK
Odo, do you mind telling me what
this is all about? That message
from Dukat is making my customers
			nervous... and when they're nervous
			they're not --

					ODO
			Not now, Quark. I'm busy.

					QUARK
Well... is there anything I can do
			to help?

					ODO
Not unless you have a level nine
			Cardassian security clearance.

					QUARK
			Let's see... I think I have everything
			from levels one through seven.

	Odo looks surprised.

					ODO
I only have levels one through six.

					QUARK
Well if you'd like level seven, I'm
sure we could come to some kind of
			an arrangement.

					ODO
			Leave me alone, Quark.

					QUARK
Oh, no. Something very wrong's going
on... and this is the safest place
on the whole station. So I'll just
			stay right here.

					ODO
				(irritated)
Whatever you want, Quark... but do
			it quietly.

	Quark shuts up.

8 INT. ORE PROCESSING UNIT

Sisko has climbed up the ladder and is trying to open the
maintenance hatch on one of the ore chutes. O'Brien is at
	the computer console.

					O'BRIEN
				(to Sisko)
			Any luck?

					SISKO
			Nothing. It's probably magnetically
sealed like the door. We'd need a
			phaser to blast it open.

	Sisko climbs down the ladder.

					O'BRIEN
				(re: console)
There's just no way I can disable
			the program from here.

The monitor comes alive again with the recorded image of
	Dukat.

					RECORDED GUL DUKAT
Bajoran workers. Your time is running
out. But it's not too late... you
can still surrender and save your
			lives.

The Dukat image is replaced by the symbol. Sisko and O'Brien
	exchange a look -- there's an idea.

					SISKO
				(to com)
Computer. This is... the leader of
			the Bajoran workers. We surrender.

Gul Dukat now reappears on the screen with a smile.

					RECORDED GUL DUKAT
I'm glad to see that you've come to
your senses. Stay where you are.
			When Cardassian security arrives,
they will place you into custody --
but you will not be harmed. You
			have my word.

					O'BRIEN
			For whatever that's worth.

The image of Dukat disappears again.

					JAKE
			Now what?

					SISKO
It sounds like the program is going
to wait for "Cardassian Security" to
			enter the all-clear protocol. That'll
give us a few minutes, anyway...

They look around the room for some other exit. Sisko goes
to the large conduit leading from the floor to the reactor.

					SISKO
			What's in here?

					O'BRIEN
			Nothing at the moment. Processed
uridium used to flow down that pipe
to a secondary refining facility on
			level thirty-three where it was
			purified.

Jake reaches for a hatch on the side of the pipe... it just
	swings OPEN.

					JAKE
			It's not locked.

DEEP SPACE: "Civil Defense" - REV. 09/16/94 - ACT ONE 11.

8 CONTINUED:	(2)

					SISKO
			That's because that pipe would've
			been filled with molten uridium...
there was no need for any security
			measures.

					O'BRIEN
It's too narrow for anyone to try
			and escape through.

					JAKE
			I can get in there.

					SISKO
				(to O'Brien)
If he crawls up this pipe into the
machine... is there some way he can
get to the ore chute and open...
				(pointing to overhead
				hatch)
... that hatch from the inside?

O'Brien considers this for a moment. The image of Gul Dukat
	reappears on the monitor.

	The image disappears.

					JAKE
			I can do it.

Sisko nods. Jake starts to crawl inside the pipe. With
great effort, Jake squeezes into the pipe and disappears
	from sight.

					SISKO
				(taps combadge)
			Jake... can you hear me?

					JAKE'S COM VOICE
Loud and clear. But I can't see a

	O'Brien taps his combadge.

					O'BRIEN
There should be a large circular
			opening to your right.

					JAKE'S COM VOICE
Okay... let me see if I can find

We hear a loud BANG inside the wall.

					JAKE'S COM VOICE

	toward the ore chute hatch.

					SISKO
			Follow this sound, Jake.

Sisko BANGS on the hatch with the tool.

					JAKE'S COM VOICE
			Do it again, Dad.

	Sisko bangs again.

					JAKE'S COM VOICE

	FADE IN:

10 INT. ORE PROCESSING BAY

A small room used to dump unprocessed ore down a CHUTE leading
to the Ore Processing Unit seen in Act One. There are two
LOADING CARS on tracks which lead to the chute. The room is
FILTHY -- covered with soot, ore, and detritus. There's one
sealed door at the opposite side of the room from the chute
and there is a very DIM LIGHT illuminating the room. On one
wall can be seen a monitor which currently has the Cardassian
	symbol on it.

We HEAR the sound of someone crawling up the chute toward
the Bay. After a beat, Jake appears in the chute -- it's so
dim he's not quite sure where he is.

					JAKE
				(calling behind him)
Wait a second... I found something.

					SISKO'S VOICE
			What is it?

					JAKE
I don't know... some kind of room.

Jake hoists himself out of the chute and to his surprise, he
steps down into an ore cart next to the chute.

					JAKE
				(continuing)
			It sure is dirty.

Jake steps out of the ore cart and pushes it away from the
	chute.

10 CONTINUED:

					JAKE
				(sniffs)
			Doesn't smell too good either.

Sisko climbs up from the chute and peers around.

					SISKO
Looks like some kind of... loading
			bay.

Sisko climbs out and moves to the door on the far side as
	O'Brien climbs up after him.

					O'BRIEN
You're right... this is where the
uridium ore was separated from the
rock. Then it would be dumped down
that chute to the processing facility.

Sisko has no luck at the sealed door.

					SISKO
			Locked.

	He looks around.

					SISKO
				(continuing)
Chief, is there another way out of
			here?

					O'BRIEN
Just back down the chute, and we
			know where that leads.

	Sisko hits his combadge.

					SISKO
			Sisko to Ops.
				(beat)
			Sisko to Security.
				(to O'Brien)
			Try yours.

					O'BRIEN
				(hits combadge)
			O'Brien to Ops.

Nothing. O'Brien takes off his combadge and examines the
	back of it.

This is Jake Sisko to anyone who can
			hear me.

					O'BRIEN
				(re: combadge)
			There must be something interfering
			with the signal.

A moment of frustration and helplessness.

					JAKE
			What do we do now?

O'Brien and Sisko exchange a look... they don't know.

11 INT. OPS (OPTICAL)

Bashir has a tricorder out and is scanning the room. Kira
is adjusting a Bajoran phaser and Dax is working at a console.
	Dax finally gives up.

					DAX
				(to Kira)
It's no good. We're completely cut
off from the rest of the station.

					BASHIR
				(off tricorder)
It looks like there's some kind of
			general dampening field in place...
			it must be disrupting communications.

					KIRA
All right... let's try a less subtle
			approach.

She goes to one of the doors next to the viewscreen and takes
careful aim at the control panel next to the door. She FIRES
a thin and carefully focused beam. The control FRITZES OUT.
Kira moves to the panel and yanks out some of the circuitry.
Bashir moves to help her and between them, they physically
pry the doors apart. Kira moves to step out into the
Corridor, but then is stopped by a FORCEFIELD.

					BASHIR
Cardassians don't miss a trick, do
			they?

innocent people are going to be

She opens a panel and peers inside.

					DAX
				(continuing)
Now if I can reroute the APT relay
through the secondary buffer, I might
			get an independent terminal working...

As she works, Bashir looks around for a moment.

					BASHIR
				(quiet)
You know... I've been here almost
three years now... and I was finally
starting to think of this place as
			home.

					KIRA
Your "home" was built by Cardassians,
			Julian... don't ever forget that.

					BASHIR
Not much danger of that, is there?

And as they contemplate their situation...

Odo is examining the door to Security with a tricorder as an
agitated Quark watches, but Odo is careful not to touch the
	door.

					QUARK
What do you mean we're trapped?

					ODO
			I mean...

He taps his finger against the FORCEFIELD protecting the
door, which now FLASHES ON briefly.

					ODO
				(continuing)
			... we're trapped. I wouldn't be
surprised if the entire station is
			locked down.

					QUARK
			But you're a Shape-shifter.
				(off Odo's sharp look)
Excuse me -- a changeling. So change
into something and get us out of
			here.

During the following, Quark begins punching a few commands
	into Odo's computer.

					ODO
				(off tricorder)
			This forcefield isn't just protecting
the door... it goes through the
			bulkheads, the deck, the ceiling...
there's nowhere for me to go.

Odo notices that Quark's been using the computer. Odo touches
something that deletes whatever Quark was doing.

					ODO

As an Ore Cart is SLAMMED into the sealed door. Sisko,
O'Brien, and Jake are smashing the cart repeatedly into the
	door like a battering ram.

					SISKO
			Again... again... again... Okay.
			Hold on.

They stop. They're all sweaty, tired, and out of breath.

					JAKE
			Anything?

O'Brien moves to examine the door, which is barely scratched.

					O'BRIEN
			Not even a dent...

Sisko, still trying to catch his breath, looks around the
	room for other options.

					SISKO
There has to be something else we
			can do.
				(gets an idea)
			What about all this ore?

Indicates the leftover ore scattered around the room.

					SISKO
				(continues)
As I understand it, uridium is highly
			unstable.

					O'BRIEN
True, but in it's raw form, you'd
need a strong electrical charge to
			detonate it.

Sisko looks at the light fixture.

					SISKO
			Can we use this?

					O'BRIEN
If I had some tools, I might be able
to get in there and yank out some
			electrical cable.

Sisko steps over to the cart and pulls off a metal bar that
served as the handle. He goes to a second cart and pulls
free another one. O'Brien smiles and takes one of the
	impromptu tools.

As before. Dax is working in the Pit.

					KIRA

					DAX
			Almost done.

Suddenly there's the sound of an ENERGY DISCHARGE from the
pit. Bashir and Kira look down in time to see Dax yank her
hands out of the computer panel and crumple to her knees...
she cradles her hands to her chest in obvious pain. (We
might also see a few SPARKS coming from the computer panel.)

					BASHIR
			Jadzia!

Bashir jumps down to examine her hands, which are badly BURNED.

					BASHIR
				(to Kira)
			Get me a medkit.

Kira rushes o.s. to get the first aid kit.

					DAX
				(in pain)
I was reaching toward the main ODN
			conduit... a small forcefield flashed
			on... it caught my hands...

Kira tosses the medkit over the rail and down to Bashir. He
catches it, takes out a tricorder. She flinches as he tries
	to examine her hands.

					BASHIR
Easy, Jadzia... I have to look at
			them.
				(beat)
			Second-degree burns... but I don't
			think there's any neural damage...

He takes out a small spraying device and sprays her hands.

					BASHIR
Garak, do you have any idea how we

					GARAK
The only way to do that is to destroy

					KIRA
That's insane. What are you trying

with Keiko down on Bajor, I've had a
lot of time to work on my game.
				(continues working)
Of course, by the time we're through
			here, I don't know how my shoulder's
			going to feel.

					SISKO
Come on, Chief. I haven't even beaten
you yet, and you're already making
			excuses.

					O'BRIEN
Tell you what, Commander, if we get
out of this... I'll spot you five
			points.

			You're on.

	And they continue to work.

									CUT TO:

23 INT. OPS (OPTICAL)

Everyone is hiding behind consoles. Kira and Dax peek out,
but as soon as they do, a BLAST from the replicator makes
	them duck back quickly.

					KIRA
				(yells)
My phaser's on the Ops table. Can
			anyone get to it?

DEEP SPACE: "Civil Defense" - REV. 09/15/94 - ACT THREE 37.

23 CONTINUED:

Bashir is under the Ops table... he tries to lift his arm
up to feel for the weapon, but nearly gets it shot off as a
	BLAST hits the table.

					BASHIR
				(yells)
			The answer, Major, is no.

					KIRA
				(yells)
Well, we can't just sit here.

Garak is huddled under Dax's console.

					GARAK
				(yells)
			I respectfully disagree, Major.
Sitting here is about all we can do.

24 NEW ANGLE (OPTICAL)

As GUL DUKAT BEAMS into Ops. He seems perfectly at ease and
unconcerned about the replicator. He looks around at the
	people huddled for protection.

					GUL DUKAT
Let me guess... someone tried to
			duplicate my access code.

					KIRA
Dukat... what the hell are you doing
			here?

Dukat begins to walk around Ops.

					GUL DUKAT
A short time ago, I had the strangest
			experience... there I was, patrolling
			the demilitarized zone, when I
received a distress signal -- from
me. Or at least a recording of me.
It seems that the Bajoran workers
were rioting on Terok Nor. I must
admit, it did pique my curiosity.

Dukat taps a few controls at a terminal and reacts to what
	he sees.

DEEP SPACE: "Civil Defense" - 09/12/94 - ACT THREE 38.

24 CONTINUED:

					GUL DUKAT
				(off console)
I see the auto-destruct program has
			begun. You are in trouble.
				(looks around)
Where's Commander Sisko? I trust he
			wasn't vaporized while asking for
one of those raktajinos he's so fond
			of.

					DAX
No... the last we heard, he was
trapped in the ore processing unit.

					GUL DUKAT
			Hmm. I wish him well.

					BASHIR
Can you help us, or not?

					GUL DUKAT
Oh, most certainly. All I have to
do is enter my command code and shut
			the program.

Kira leans out a little in frustration.

					KIRA
			Then do it!

Another BLAST makes her duck back behind the console. Dukat
calmly walks up to the replicator.

					GUL DUKAT
All in good time, Major. But first,
there are a few things we should
			discuss.
				(to replicator)
			Red leaf tea, please.

The lens DISAPPEARS and is replaced by a CUP of tea. Dukat
takes the tea. Bashir begins to stand up.

					GUL DUKAT
				(a warning)
			Doctor...

The Lens suddenly REAPPEARS in the replicator and FIRES a
blast at Bashir, who narrowly avoids it.

					KIRA
				(angry)
What is it you want, Dukat?

DEEP SPACE: "Civil Defense" - 09/12/94 - ACT THREE 39.

24 CONTINUED:	(2)

					GUL DUKAT
			You'll find I don't respond well to
			that tone of voice, Major.

Dukat comes over to Dax's console and peers down at Garak,
	who is still huddled underneath.

					GUL DUKAT
				(continuing)
Ah, Garak... groveling in a corner.
That alone makes the trip worthwhile.

Garak looks at him for a beat... seems to make a decision,
	and then he stands up.

					BASHIR
			Garak!

But nothing happens. Garak replies to Bashir, but keeps his
	eyes locked on Dukat.

					GARAK
Easy, Doctor... it would seem that
the computer is only targeting non-
			Cardassians after all.

					GUL DUKAT
If you'd been on the station when I
designed this program I would have
made an exception in your case.

					GARAK
			You've always been shortsighted...
it's held you back over the years.
				(a beat)
As I recall, your father had the
			same flaw.

The look in Dukat's eye hardens slightly... Garak has touched
	a sensitive topic.

					GUL DUKAT
My father's only flaw was in trusting
			you.

					GARAK
Funny... at his trial, your father
said his biggest flaw was that his
			ambition outweighed his patriotism.

DEEP SPACE: "Civil Defense" - REV. 09/13/94 - ACT THREE 40.

24 CONTINUED:	(3)

					KIRA
Maybe you two should settle this
			another time!

					GUL DUKAT
			You're right, Major.
				(to Garak)
And believe me, Garak, that time is
			coming.

	Garak doesn't look particularly worried.

					GUL DUKAT
				(continuing, to Kira)
Major, why don't you join me in the
Commander's office? So we can talk...
			in private.

Dukat heads for the Commander's office, but then stops
	himself.

					GUL DUKAT
Oh. I forgot -- the replicator.
Well, I suppose it's the least I can
			do.

He taps something into the replicator control panel.

					GUL DUKAT
				(continuing)
You can all rise now. You're safe...
			for the moment.

Everyone cautiously stands up. Dukat heads for the office
	and Kira follows him.

25 INT. COMMANDER'S OFFICE - CONTINUOUS

Dukat and Kira ENTER. Dukat sits down at the desk... picks
up the baseball, glances at it, then tosses it on the floor.
	He looks appraisingly at Kira.

					GUL DUKAT
Major, I know time is of the essence
so I'll be brief. I think it's time
			to re-establish a permanent Cardassian
			presence on this station... nothing
			too elaborate... a garrison should
suffice. I can deploy troops from
			my ship immediately. In return,
			I'll solve your current dilemma.

					KIRA
You know I'm not going to agree to
			that.

DEEP SPACE: "Civil Defense" - REV. 09/13/94 - ACT THREE 41.

25 CONTINUED:

Dukat's enjoying having Kira at a disadvantage.

					GUL DUKAT
I'm not sure you have much of a
			choice.

					KIRA
Dukat, you know as well as I do that
			neither Bajor nor the Federation
			will honor an agreement negotiated
			under a death threat.

					GUL DUKAT
I don't expect them to be happy about
it, but once my troops are in place,
I think you'll find it very difficult
			to get them to leave.

					KIRA
All right, let me put it another
way... I would destroy this station
before I'd give it back to the
			Cardassians.

					GUL DUKAT
I don't doubt it. But would you
condemn the two thousand people aboard
this station to death, just because
			you don't like us?

Kira is stuck... she doesn't have a good response to that.
Dukat tries to give her his best winning smile.

					GUL DUKAT
				(continuing)
No need to decide just yet... we
still have some time left... thirty
minutes, in fact. Why don't I return
to my ship and let you... think it
over. I'll return in say... twenty-
			five minutes.
				(hits communicator)
This is Dukat. One to transport.
			Energize.

	Nothing happens.

					GUL DUKAT
			Energize.

The monitor on the wall springs to life. Kira and Dukat
turn to see a recording of LEGATE KELL.

					KELL
			Dukat... if you're seeing this

abandon your post while the station's
			self-destruct sequence was engaged.
			That will not be permitted.

					GUL DUKAT
			This is outrageous.

DEEP SPACE: "Civil Defense" - 09/12/94 - ACT THREE 42.

25 CONTINUED:	(2)

					KELL
You have lost control of Terok Nor,
			disgracing yourself and Cardassia.
Your attempt to escape is no doubt a
final act of cowardice. All fail-
			safes have been eliminated. Your
			personal access codes have been
			rescinded. The destruct sequence
can no longer be halted. All you
can do now is contemplate the depth
			of your disgrace.
				(beat)
And try to die like a Cardassian.

It's hard to tell who's more surprised; Dukat or the crew.
	As everyone reacts...

									FADE OUT.

	FADE IN:

26 INT. OPS

Dukat is at the Ops table, the others are gathered around,
watching him. He's trying to hide his growing sense of panic.

					GUL DUKAT
			Computer, abort the self-destruct
sequence. This is a priority one
			override. Clearance level nine.
			Authorization: Dukat five-one-one-
			six green.

					COMPUTER VOICE
			Request denied. All authorization
codes are void. Time to self-
			destruct: twenty-five minutes.

Dukat slams his hand on the table in frustration. Garak
	laughs.

					GARAK
			Your own computer program turned
against you. I always said your
			shortsightedness would be your
			downfall.

					GUL DUKAT
I don't see you coming up with any
			ideas, tailor.

					KIRA
Look, if you're finished with the
insults, we can use some help here.
				(to Dukat)
What can you tell us about the self-
			destruct sequence?

					GUL DUKAT
It's very simple. When the countdown
is complete, the computer will order
the main fusion reactor to disengage
			the reaction stabilizers... causing
it to overload... and destroy the
			station.

DEEP SPACE: "Civil Defense" - REV. 09/14/94 - ACT FOUR 44.

26 CONTINUED:

					DAX
What about the reactor... is there
some way to shut it down?

					GUL DUKAT
It may be possible to manually
			disengage the laser fusion
inititator... but we would need to
			be in the reactor room.

					DAX
			Not necessarily... we can disengage
the initiator from one of the control
			junctions on Level Thirty-four.

					BASHIR
But now that the computer's wiped
out the access codes, not even a
Cardassian can get out of this room.

					KIRA
Then maybe we should concentrate on
			trying to eliminate the forcefield
			protecting the door.

					DAX
We don't have time to eliminate every
			forcefield between here and Level
			Thirty-four.
				(beat)
What we need to do is find a way to
			deactivate all the forcefields on
the station at the same time.

And as they try to think of a solution...

27 INT. ORE PROCESSING BAY

Sisko and O'Brien are packing the edges of the door with
fragments of uridium ore. They step back to check out their
	work.

					O'BRIEN
That oughta do it. If we use much
more we run the risk of bringing
this whole room down around our heads.

DEEP SPACE: "Civil Defense" - REV. 09/13/94 - ACT FOUR 45.

27 CONTINUED:

					SISKO
				(nods, to Jake)
All right, we'd better take cover.

O'Brien and Sisko overturn the ore cart. Jake and O'Brien
hunker down behind it. But Sisko lingers for a second, and
sweeps the unused uridium dust away from the area in front
	of the door.

Sisko joins O'Brien and Jake behind the ore cart.

					SISKO
			Ready when you are, Chief.

O'Brien reaches over and gingerly takes hold of the power
cable. He considers it for a beat, then offers it to Sisko.

					O'BRIEN
Would you like the honors, Commander?

	Sisko takes the cable.

					SISKO
				(smiles)
			Keep your heads down.

They do as he says. Sisko takes a beat, and then flings the
power cable at the packed uridium fragments.

28 NEW ANGLE

As Sisko ducks into cover... the uridium fragments EXPLODE,
forcing the doors to jackknife open.

29 ANGLE ON SISKO, O'BRIEN, AND JAKE

Emerging from cover. Jake looks pleasantly surprised.

					JAKE
			It worked.

	Off their triumphant expressions...

30 INT. OPS

As before. Everyone is lost in thought trying to figure out
a way to eliminate the forcefields. Dukat is pacing back
and forth, cockily, in control, almost strutting, as he
	thinks.

DEEP SPACE: "Civil Defense" - REV. 09/13/94 - ACT FOUR 46.

30 CONTINUED:

					GUL DUKAT
				(to Kira)
I set up this program, and I assure
you Major, I'll find a way to defeat
it. There's no dilemma that can't
be solved by a disciplined, Cardassian
			mind.

But Kira doesn't even bother to respond.

					GARAK
It's not going to work, you know.

					GUL DUKAT
What are you babbling about now?

					GARAK
			I'm talking about Major Kira...

Kira looks at Garak in surprise.

					KIRA
			What about her?

					GARAK
				(to Dukat)
She's much too busy trying to save
this station to be impressed by your
			incessant posturing. And even if
she weren't, she has much better
taste than to be attracted to you.

Kira looks up at Dukat and her face says that she agrees
	with Garak.

					GARAK
				(to Dukat)
			And you, a married man...

	Dukat's feathers are ruffled. Garak's comments may've
	actually hit the mark.

					GUL DUKAT
				(to Garak)
I should've had you executed years
			ago.

					GARAK
			You tried, remember?

					BASHIR
			Garak, this isn't helping.

DEEP SPACE: "Civil Defense" - REV. 09/14/94 - ACT FOUR 47.

30 CONTINUED:	(2)

Suddenly Dax is hit by an idea.

					DAX
			Wait a minute...

	All eyes turn to Dax.

					DAX
				(explaining herself)
What about the power supply grid?
If we can overload the grid, we might
be able to cause a power surge and
			short out the forcefields.

					KIRA
It might even eliminate the dampening
field that's been keeping us from
			using our communicators.

Dukat, who has stopped pacing, looks at the floor beneath
	his feet.

					GUL DUKAT
			Tell me, Major... the Cardassian
			neutralization emitters that were
under here... I assume you deactivated
them when you took over the station?

					KIRA
			That's right. We prefer our
			containment fields to be non-lethal.

					GUL DUKAT
But are the emitters still in place?

					KIRA
			As far as I know.

					GUL DUKAT
			Excellent. That means they weren't
			affected by the counterinsurgency
program. We still have control over
			them.

Dax is already ahead of Dukat.

DEEP SPACE: "Civil Defense" - REV. 09/13/94 - ACT FOUR 48.

30 CONTINUED:	(3)

					DAX
Then if we bring them back on line,
we can use the emitters to overload
			the power grid.

					GUL DUKAT
			Exactly.

					KIRA
You think that'll be enough to short
			out the forcefields?

					DAX
				(nods)
			Unfortunately, we'll also lose the
			transporters and turbolifts. But
they aren't doing us much good right
			now anyway...

Dukat and Dax both look to Kira. In Sisko's absence, she
	has the final decision.

					KIRA
All right... let's give it a try.

And as they move to comply...

31 INT. DOCKING RING CORRIDOR

Sisko and Jake are standing at an intersection, waiting for
O'Brien, who ENTERS from one of the side corridors.

					SISKO
			Anything?

					O'BRIEN
I only got a couple hundred meters
before I was stopped by a forcefield.
			How about you?

					JAKE
We didn't even get that far.

					O'BRIEN
Dammit... there must be some way to
			get to Ops...

Sisko is looking thoughtfully at a pair of turbolift doors.

DEEP SPACE: "Civil Defense" - REV. 09/16/94 - ACT FOUR 49.

31 CONTINUED:

					SISKO
The turbolift shaft. We can climb

				(O'Brien looks sold)
Let's see if we can get these doors
			open.

And as the three of them start to work on the doors.

32 INT. OPS

Dukat and Dax are down in the pit working at an opened panel
(a different one than the one Dax was working in before).

					KIRA
Dukat, we're running out of time.

					GUL DUKAT
I'm almost done. I've got the
emitters wired into the control panel.
Now all I have to do is reattach
			them to the power grid.

	He does it.

					GUL DUKAT
			All right, I'm ready.

					DAX
			Brace yourselves.

Everyone does just that and Dukat triggers the surge. The
station rocks and the emergency lights flicker as the POWER
SURGE RUMBLES through the station. Sparks POP and SIZZLE
from the panels and controls in Ops.

33 ANGLE ON THE OPEN DOOR (OPTICAL)

	As the forcefield fritzes out.

34 ANGLE ON KIRA

	turbolift doors. They look surprised.

					SISKO
			Go ahead Major.

					KIRA
			Commander... Where are you?

					SISKO
			Level Twenty-nine Section D. What's
			your status in Ops?

					KIRA
We've got about ten minutes before
the main reactor core overloads and
destroys the station. The only way
to stop it is to disengage the laser
fusion initiator at one of the control
			junctions on Level Thirty-four. But
			the turbolifts and transporters are
			off line.

					O'BRIEN
				(to Sisko)
They'll never get there in time.

					SISKO
			But we might.
				(to com)
Major... O'Brien and I will handle
			the reactor. You begin evacuating
the station. Get as many people to
the Defiant and the runabouts as you

But Jake just stares at him, his mind made up.

					SISKO
			All right... let's go.

36 INT. SECURITY OFFICE

Quark is staring out the door, though we skew the angle so
that we don't have to see the Promenade.

					COMPUTER VOICE
			Warning, main fusion reactors will

					QUARK
				(glum)
Tell me something I don't already
			know.

	Suddenly, Odo's combadge CHIRPS.

					KIRA'S COM VOICE
			Kira to Odo.

					ODO
			Go ahead, Major.

					KIRA'S COM VOICE

					COMPUTER VOICE
			Warning, main fusion reactors will
			overload in six minutes.

					QUARK
Are you telling me we're the only
			ones still locked in?

					ODO
This forcefield must be on a separate
			system from the others.

					QUARK
But why go to so much trouble to
keep people out of the Security
			Office?

					ODO
It's not to keep people out, it's to
keep me in. I suppose during the
			occupation the Cardassians considered
their security chief a security risk.

					QUARK
			And I know why.

					ODO
			Do you?

					QUARK
It's because they knew you were an
honorable man... the kind of person
who'd do the right thing regardless
of the circumstances... and now your
integrity is going to get us both
			killed. I hope you're happy.

	Odo is definitely not happy.

38 INT. CORRIDOR

Sisko, O'Brien, and Jake are moving rapidly down a corridor.

They've raided a supply room en route and are using palm
beacons to illuminate the darkened corridor. Sisko and

					O'BRIEN
			Yeah, why?

					SISKO
We may not have time to disengage
			the fusion initiator. What would
happen if we directed the explosion
			into the shields?

					O'BRIEN
That's not a bad idea. The shields
are the only thing on the station
that can absorb that much energy.

Suddenly, they round a corner and come upon...

39 NEW ANGLE

a mass of twisted metal and debris blocking their path.
Orange flickers of fire can be seen just beyond the debris.
	There's no way around it.

O'Brien scans the wreckage with his tricorder. Bad news.

					O'BRIEN
That power surge we felt must've
blown out one of the plasma conduits.
			The corridor's completely blocked
			for the next fifty meters.

					JAKE
			Can't we get around it?

					SISKO
			We don't have time.

O'Brien scans the area, looking for a solution. A possibility

to this corridor. If it's not blocked
too, we should be able to get around
this debris and get to a reactor
			control junction.
				(to Sisko)
			Give me a hand.

Together, Sisko, O'Brien, and Jake clear a large piece of
wreckage and open the access plate to the conduit. O'Brien
looks inside the conduit, then pulls his head back out. He
	looks grim.

					SISKO
			What's wrong?

					O'BRIEN
			Better see for yourself.

	Sisko looks inside and sees...

40 INT. BURNING CONDUIT

The conduit is full of smoke and the walls are rimmed with
green fire. It looks like a tunnel to hell.

41 INT. CORRIDOR

	Sisko takes a good look.

					COMPUTER VOICE
			Warning, main fusion reactors will
			overload in three minutes.

Sisko hands Jake the tricorder, then starts tearing some
cloth off the undershirt from his already ragged uniform and
wrapping it around his hands for protection.

					SISKO
				(to Jake)
			Wait here.
				(cutting off any
				argument)
And this time I mean it.

DEEP SPACE: "Civil Defense" - REV. 09/16/94 - ACT FIVE 56.

41 CONTINUED:

Sisko and Jake exchange a quick father-son look. During
the above, O'Brien follows Sisko's example and bandages his
	hands..

					SISKO
				(to O'Brien)
I'll go first. Follow five meters
behind me. If one of us runs into
			trouble in there...

					O'BRIEN
				(finishes for him)
The other one keeps on going.

Sisko nods and leads the way into the glowing, smoky conduit,
	followed by O'Brien.

42 ANGLE ON SISKO

clambering inside the conduit. The heat is unbearable, like
	crawling through a blast furnace.

Sparks from unseen plasma leaks barely miss Sisko, and he
	almost loses his grip.

43 ANGLE ON O'BRIEN

O'Brien holds his breath and presses on through the smoke.

44 ANGLE ON SISKO

as he works his way through the magnesium smoke. A few feet
ahead of him, a FLARE OF LIGHT from the plasma fire forces
him back. Sisko winces, then hurries past.

Every meter is an ordeal. Sisko's lungs are screaming for
air, as he ignores the FLARES, SIZZLING SPARKS and swirling
	toxic smoke.

45 ANGLE ON O'BRIEN

who is flagging. But just when it looks like he's about to
get his second wind, another plasma explosion rips through
the tunnel nearby. The explosion knocks O'Brien unconscious.

DEEP SPACE: "Civil Defense" - REV. 09/14/94 - ACT FIVE 57.

46 ANGLE ON SISKO

as he sees the exit hatch, and bursts through it.

47 INT. REACTOR CONTROL JUNCTION

Sisko ENTERS this small chamber where various maintenance
conduits come together. He breaches the hatch, gasping for
	air.

					COMPUTER VOICE
			Warning, main fusion reactors will
			overload in ninety seconds.

Sisko looks back into the hatch and sees that O'Brien isn't
behind him. He hits his combadge.

					SISKO
			Sisko to O'Brien...
				(no response)
			Chief, answer me.

When there's no response, Sisko, not sure whether or not his
combadge is working through the plasma fire, looks back down
the conduit and yells to O'Brien.

					SISKO
			Chief. Can you hear me?

48 INT. CORRIDOR

Jake, waiting by the hatch, hears his father's voice echo
	through the conduit.

49 INT. REACTOR CONTROL JUNCTION

Not able to wait any longer, Sisko turns away from the panels
and begins working on the (TECH).

					COMPUTER VOICE
			Warning, main fusion reactors will
			overload in sixty seconds.

50 INT. BURNING CONDUIT

O'Brien is barely conscious. Suddenly he's grabbed from
behind. Jake ENTERS the frame. He pulls O'Brien's arms
around his shoulders and together, they turn back and head
	for safety.

DEEP SPACE: "Civil Defense" - REV. 09/16/94 - ACT FIVE 58.

51 INT. REACTOR CONTROL JUNCTION

Sisko's working frantically, but his face is set with calm
	determination.

					COMPUTER VOICE
			Warning, main fusion reactors will
			overload in thirty seconds.

	Sisko keeps working.

52 INT. CORRIDOR

Jake pulls O'Brien free from the conduit. Both of them cough
	and gasp for breath.

					O'BRIEN
Jake, your father told you to stay
			out of there.

					JAKE
			If you don't tell him, I won't.

53 INT. REACTOR CONTROL JUNCTION

	Sisko's almost done.

					COMPUTER VOICE
			Warning, main fusion reactor overload.

54 CLOSE ON SISKO

As he slams the last modification into place... a THUNDERING
	ROAR shakes the station.

55 EXT. SPACE - DEEP SPACE NINE (OPTICAL)

The DEFLECTOR SHIELDS FLARE brightly, as the fusion explosion
is channeled through them and into space.

After a long moment, the shields fade slowly to nothing, and
the station hangs in space, just as it should be.

56 INT. REACTOR CONTROL JUNCTION

	Sisko slumps back in relief.

					O'BRIEN'S COM VOICE
			O'Brien to Sisko.

DEEP SPACE: "Civil Defense" - REV. 09/16/94 - ACT FIVE 59-60.

56 CONTINUED:

					SISKO
				(relieved)
			Chief, you're all right?

57 INT. CORRIDOR

	On O'Brien and Jake.

					O'BRIEN
			Looks like we all are.

58 INT. REACTOR CONTROL JUNCTION

	As Sisko smiles in relief.

59 OMITTED

60 INT. SECURITY

Odo's standing by the door as it opens.

				(re: the door)
			It's about time.
				(turns to Quark)
All right, Quark. You can leave
			now.

61 NEW ANGLE

To reveal Quark, standing behind Odo's desk reading some
	text off of a panel.

					QUARK
				(reading)
			"A self-important con artist who's
nowhere near as clever as he thinks
			he is."
				(re: the computer
				text)
			That's your official security
			evaluation of me?

					ODO
I thought I told you to stay away
			from my computer.

					QUARK
Two hours ago you said I was the
most devious Ferengi you ever met.

					ODO
I thought we were going to die. I
			was trying to be nice.

	Odo and Quark exit security.

61A INT. PROMENADE

Things have returned to normal on the station as Odo and
	Quark walk down the Promenade.

					QUARK
Name one Ferengi who's more devious
			than I am.

					ODO
				(without even thinking
				about it)
			The Grand Nagus.

					QUARK
			All right, name another...

					ODO
			Damon Tye.

					ODO
			Your brother, Rom.

	Quark is outraged.

					QUARK
				(the ultimate insult)
			My brother!

And as they walk off down the Promenade we...

									FADE OUT.
